Quail not tucking one wing, now twitching as well

One of my male quail hasn’t been tucking his right wing. None of my quail seem to like flying but he still descends off my hand without any issues. There’s no blood or visible issues and he’s still stretching the wing with no problems. He was panting earlier today but only for a few minutes and it was after he was handled. It’s 82 degrees and they’re in the shade (closer to 60) so I suspect the panting is more stress than overheating. None of the other quail are doing this.

Basic Info:
•He’s 4-5 weeks old
•Coturnix male
•Weighed 6.8oz last night, one of the biggest of our flock
•Only noticed this yesterday
•The other birds seem fine
•He’s fed 16% protein chicken feed with some mealworms. They have access to a mint bush which I’ve noticed them pecking at but from my research it seems safe and it keeps the bugs a
•We keep our quail in an outdoor flight bird type cage with a patch of grass covering the bottom. The nesting boxes have hay in them
•We do have chickens but they are in the house (our current batch is less than a week old) and the quail live outside
•I wouldn’t be able to tell what poop is his as he lives with 8 others but they all look normal
•There’s been an exterminator at a next door neighbor’s house spraying a wasp nest outside. Not sure if the chemicals would have any impact but I figured it would be good to note
•There’s stray cats known to roam the area but they wouldn’t be able to reach the quail as their cage has small bars AND the parts that aren’t against the wall are covered in chicken wire

Is this something I should be worried about? Is there a way I can check for internal injuries (as I don’t seen anything superficial)? Could this be a sign of a disease or is it just an injury?

*I have access to an avian vet if this is a bigger issue but I’d rather not spend my money getting the vet out here if there’s a simple fix. Thanks in advance for any advice!*

Update (twitching)

After some research I suspected maybe a fracture in his wing, as he doesn’t have symptoms of a disease, it’s not bloody or cut, and I don’t feel a break. I wrapped his wing overnight and recently unwrapped to check on it. The right wing is still drooping and now twitching as well. I’m hoping this is just because it was wrapped for so long and not a sign that it’s gotten worse.

Again, any and all advice is welcome anf
 
So a little update: he flew today, unprovoked. I’ve touched the wing and it doesn’t seem to bother him. The twitching is continuing so I booked a video consultation with a vet to decide if this is treatable or if the treatment is even worth it. Ultimately if he’ll have a rough life or is/will be in pain, I’m going to cull him so he doesn’t suffer. But if the vet thinks it’s just a quirk of his or a small thing that will go away then I’ll try my best to treat him!
 
I realize I never updated this! Took him to a vet and long story short she has no idea what it is without further (expensive) tests. He’s flying and it doesn’t hurt him when I touch the wing so I’ve decided to leave him as is but take him out of my group of females and put him in a bachelor flock. This way I don’t get any fertile eggs from him as whatever is wrong could be genetic.
