Quail trying to get under each other?

Quail chicks are in brooder, few days old. There are 10 and brooder is massive for them. Is a polystyrene box I've made with a big heat mat for warmth on one corner. They all seem to eat and drink fine and none seem cold. Only one I noisy but I think he is just like that.

However they keep getting into like one big ball? They all trying crawling under each other and end up in a mess. They dont just do it in the warm corner either.

What's going on?

The heat pad is below them, that is only reason I could think of?

Cuddle puddle. They'll grow out of it in a few weeks.

If they try to get under each other, they are cold, try raising the temp a little.
