Quail with Bumps on foot (bumblefoot?)

Are these signs of bumblefoot? They're making the quail limp.

No, I think the black is dried poop stuck in the scales.

I'd rub her legs and feet with oil, they look mighty dry. Something that absorbs reasonably quick, is pretty cheap and can be picked up at your grocer would be sunflower oil.
