Quarantine Clarification

If I've quarantined my keets in the garage for 4 weeks, the true "quarantine" is over, right? Meaning, they exhibited no disease, so I can begin the "introduction" phase (if I have other birds)?
 
It's the little details that confuse me. ;) THANKS!
