Question about breeding ducks

I have a Runner Drake and a Rouen hen can they breed with each other?

Are ducks monogamous? I have seen our black runner/mix mating with a pekin only. We have two other (possibly 3) females. We are not sure if 'he' is a 'she'. She will only get on top of the pekin. Could 'she' just be playing the dominant role?
