Question about Combs

If your hens have good rose combs, will they pass that on to a good portion of their chicks, even if the father has a poorly rose comb?

Both parent pass comb genes equally to their offspring. Let's assume that both parents are pure for rose comb. In that case, the offspring will inherit the gene from each parent. If one parent is heterozygous (one copy), about half their offspring will inherit the not-rosecomb allele from that parent.
