question about coop requirements

So my plan is to build a 7ft x 4ft coop (floor print). It'll be 5 ft tall at the roof peak. So far, my coop plan is to have a wire bottom (though I want to put trays in it to provide a nature scape). I plan on having 4 ft with wire sides and then 3 ft of it a box that can open on the side. I live in the NY, would I count the 3'x4' as the coop size or 7'x4' for coop and run. I'm planning to hatch eggs, so I need to know how many eggs to put in the incubator.

Also, is the standard still 1 sq ft per bird (Coturnix quail).
 
You want at least 1 square foot per coturnix, but remember to subtract the space used by feeders, waterers, sand/dirt bath, and hiding places.

You're planning on using 1/2" hardware cloth for the wire? Remember that everything likes to eat quail, so it really has to be predator proof. You will want several small shelters in there for them to hide in and to keep warm in during the winter.
 
Yes I'm planning on using 1/8" hardware cloth. While the bottom will be hardwire cloth, I do plan on using three 5 inch deep trays inside. Hemp bedding in the box, then sand, then fodder. Then I'll have a hide on each tray, plus some branches and living plants as well.

I'm just planning on egg production for them and as "pets".
