Question about cows in 4-H?

We saw some 4-H cows today at the county fair. Some of them had on these collar/neck brace type things. I don't know what they were for but I'm guess to keep the cows from eating before showing and making a mess? These cows were clipped and brushed and looking very nice, so I hope I'm making the right conclusion.

They could have been sweat collars. They're snug fitting bands meant to keep necks looking "clean" and slim before shows. They don't prevent the animal from eating. Did they look something like http://www.enasco.com/product/C26311Nthis ?
