I ordered 16 assorted Cochin pullets and my shipping charge was $2.40.  I was also charged $7.00 for small order/box.  I found it to be cheaper than most hatcheries.  I did order from Townline Hatchery and their shipping was a flat $8.00, but I live in MI so I can see why it's cheaper.  
This is Ideal's Shipping info:
BOXING: All poultry will be boxed according to the weather, so the poultry will have the best chance of survival. Breeds and sexes will be mixed. Unless indicated by you, breeds and sexes will not be marked.
BOXING CHARGE: Add $1.00 service charge for each variety or sex of less than one-fourth box.
BOXING EQUIVALENTS FOR ONE FOURTH OF A BOX:
Chicks, Bantams, Guineas, Pheasants, and Chukar -- 25.
Turkey Poults and Ducklings -- 20.
Goslings -- 8.
SHIPPING DATES: During the months of February through May, IDEAL will be shipping poultry Sunday through Wednesday. IDEAL hatches 52 weeks each year and most shipments will be made on Tuesday and Wednesday during the remaining months.

AIR PARCEL POST (PRIORITY MAIL): Chicks can be safely shipped to all states and Puerto Rico by Air Parcel Post. For shipments to Texas (except zips 798-799), Arkansas, Kansas, Louisiana, Oklahoma, and Missouri except zips 620 thru 635, there is no air parcel post charge. For all other states and zip codes add 15¢ per Chick, Bantam, Chukar, or Guinea, 20¢ per Turkey Poult or Duckling, and 28¢ per Gosling.
