Question about my quail

My quail are 17 weeks old so they are mature but I read that they don't start laying till about 21 weeks.. But the quail have built nests in hay and leaves does this mean they're ready to lay?

I'm no guru but it depends on what kind of quail you have. Coturnix lay way earlier than button.

I guess you should just wait.

I got them in a big pen if they do start laying do I take the males out or leave them in there.
