Question about my Roos?? With Pics

I have too Roos and only one of them has a big comb and wattels. Is it normal for some to not have big combs and wattles? Here are some pics of the 2. They are both 19 weeks old

Some breeds show rooster features earlier than others.

Yes, it is normal. Some roosters are very obvious from the very start and others develop later.

Just to ease your mind, those are both roosters you have posted.
