question about saddle feathers

are saddle feathers breed specific for roosters? or is having saddle feathers 100% mean its a rooster no matter what the breed is?
 
saddle feathers are the feathers right before the tail (like said in the other thread). Roosters AND hens both have them.. Roosters just typically have the pointy ones while hens are rounded.. But even roosters will have round feathers in the hackles and saddles as well in hen-feathered breeds such as sebrights, some games, and such.. (They even look like a hen in plumage...)
