I have a friend looking for a certain breed and the breeders are telling her they don’t sex that only hatcheries do. Is this true? And then they said that there is an extra charge for sexing. She wants a roo and a hen but these breeders can’t guarantee she will have the sex she wants. Is this all
True?

I don't know much about how individual breeders work, but I can see the frustration.
What breed is your friend wanting?

I'm working on being a breeder, & will offer sexed chicks once able too.

The most accurate way to tell the gender of a chick is vent sexing which can seriously harm a chick if not done correctly. Lots of individual breeders don't sex chicks for multiple reasons or will charge extra to do so. I am a breeder and I don't sex the chicks I sell because I don't know how to vent sex and even if I did I wouldn't do it because I don't want to be stuck with a bunch of roosters.

The hatcheries sex by vent sexing. It’s a complicated and unpleasant procedure. It’s 90% accurate they say. Usually breeders are not qualified to do that. So they can guess unless they’re selling sex link chickens. So that’s not unheard of and you’re never guaranteed 100% that you’ll get what you ordered either anyway. Bantams are not sexes usually. A few places say they do but it’s barbaric for bantams as they’re too small.

She’s wanting faverolle breed.
If she wants good quality birds she's better off waiting and getting started juveniles in the fall when breeders start to thin out this year's hatch. At that point those with DQ faults will have been thinned out and the breeder will have more time to assess them.

I never sexed my day old Faverolles, and I don't know any other breeders who did either.

Only vent sexing would be accurate for day old Favorelles, and breeders aren't doing that, as mentioned above. Hatcheries do, again, not 100% accurate, but it's done.
For every pullet there's a cockerel in the hatch!
Salmon Favorelles are easy to sex after a few weeks, when feathering out, so she could either order older pullets, or buy from a private breeder then.
