Edit 2: I tried the turner again putting the eggs in correctly. The center eggs still only get turned 1/4 of the way whereas the eggs on the outside get turned, usually, 1/2 way.

Don't worry, your egg turner is working correctly, every 60 minutes, the egg turner will rotate 5 seconds, which has center eggs turn around 90 degrees and outside eggs turn around 180 degrees.
 
There is nothing wrong with your turner. Because it has less distance to travel in the circumference, the inside of the turner doesn't turn the eggs as far as the outside of the turner.

But it's fine, I just had my very first incubating using this incubator. And even with some unexpected issues, I still managed to have 16 beautiful chicks out of the 18 eggs that made it into lockdown!
 
Thank you!! I wish the manual said this. I was worried I'd have to turn the eggs myself and I'm getting Serama's and one tip is to handle them as little as possible.

Also, @RowanTheRed what kind of unexpected issues did you have?

My unexpected issue had nothing to do with the incubator itself. I bought fertilized eggs from a local breeder that ended up having one egg brooder on for 5 days and another for about 3 days. The remaining ones were right in time with the eggs from my girls. So I ended up with a staggered hatch. But I got great advice and help from some senior members on here that helped me get a good hatch rate
