Never heard of white gravy. Also scones are not disgusting.
It's basically a roux made of meat drippings, flour, milk/cream, pepper and often crumbled up sausage. It's a distinctly "Southern cooking" American-ized adaptation. A vegetarian version would just drop out the meat products. A full vegan version may use something like soy or almond milk to replace the dairy. I have never tried to make a roux with soy or almond milk though, so I am not sure how well it would come together. No promises on the flavors lining up either. A big part of white gravy's appeal is the flavor profile from the meat product. I bet you could easily sub in a veg sausage option to suit your diet if you were interested in experimenting though.
 
I agree, cream tea sounds better than biscuits and gravy.

I also like biscuits, with butter, or with strawberries and whipped cream (ie. strawberry shortcake).
FYI, that's not real strawberry short cake. Short cake is made with shortening, hence the name
