Question on my Cuckoo Maran

She is right at 19 or 20 weeks old. She hasn't shown any signs of having any wattles and her comb is still very small and very light pink if not nearly white.
I was just wondering if at about this age she should be growing wattles or maturing more?

It took mine a while to mature. she is 10 months and finally starting to lay, but it has been so cold she has been sporadic. It takes my STD cochins up to 18 months to mature, My cockerls wattles still haven't dropped.
