question on my white silkie

i got a white silkie today, she is about 3 months old and her voice sounds raspy, i think its just her starting to be able to cluck, but not sure if its a rooster. here is a pic, any ideas??? Hen or Roo?
there is no appearance of a comb or waddle, but i think she is bearded, so she wouldnt have waddles, right?
