Can I use the shavings of the out sides of a coconut for bedding? This is my second time raising chicks and I have had the proper bedding before so I don't know now

The pet store sells it for hermit crabs, I believe. I don't see why it wouldn't work for your chicks. I'd just keep an eye on them at first to be sure they aren't eating it, other then that it should be fine
