His earlobes are a bright red color, and he recently started pinning down my hens and started mounting them, is he old enough for the eggs to be fertile?

He's probably an Old English Game Bantam then. Yes, I'd say he's old enough to fertilize the eggs. It might take him a bit of practice to get his mating techniques right, but you'll probably be seeing fertile eggs soon.
 
I'm so happy, well today I forgot to go and put the rooster on his roost since he really can't fly, but when I went around 8 at night today he was on his roost for the first time' and he began crowing early this morning and his spurs are starting the kick in you can now see the little sharp points, he's growing up so fast!!
