Questions about my chickens from massachusetts

Do chickens have tongue"s? In tarential rain my chicken & rooster take shelter under the stand the coop is on.. is this normal? My chicken takes food from my hand but won't let me pet her, my roo just stay's at arns length watching is this normal & eventually will they let me pet them?trying to understand them better.

Chickens do have tongues. Not long enough to stick out, but you can see them when their beak is open.
Not sure about where they are in the raid, but if they're staying dry, that's a good thing! ;)
The more time you spend with them, the more social they'll get with you. Some chickens aren't overly friendly, but Ive had one chicken since February that's finally starting to let me pet her.

Mealworms made my chickens love me.

I had two hens that were very afraid of me but I sat very still and calm in the yard every day and tossed mealworms toward them - slowly getting them closer and closer to me. I tried to pay attention to their tolerance and didn't push too much each day. Within a week they were climbing into my lap to eat out of my hand. Now every morning when they hear me coming they all run out.

They just need time to get used to you usually. But, some never really like to be handled. Some breeds of chickens just tend to be more friendly than others also.
