By free you mean outside of their run as well, right? Either way I don’t think space is the issue but a higher protein feed will be a good thing and should help with the feather picking. Make sure you provide oyster shell on the side in a separate dish so they still get the calcium they need.
 
Any pictures that you can take over the next couple of days of the feather loss may help us determine if they are molting or if it feather picking. Once they lose a lot of feathers, it may take until the next big molt for them to regrow feathers. If they were missing feathers last year, they may regrow them with a molt. Some chickens molt all at once dropping many feather from neck, sides, back, and others may molt a little at a time over a couple of weeks. Then you may only notice missing tail feathers.

As you can see they are very small and sickly, and their feathers have been like this for a year and a half. We got them from a hatchery 2 years ago
