Yes, they do pick themselves, and other chickens. Would it just be best to start with a new batch?

Check for lice and mites, and treat with permethrin garden dust if that is the problem. Remember that feathers will nit grow back until they go through a molt which is yearly, the first rime around 18 months old. I would see if one is doing more of the damage and try some pinless peepers on the picker. Here is a link to read about them:
