Questions re: Clipping chicken wings?

So I wanted to ask what's the earliest you can clip chicken wings without it hurting them? (Mine are 6 months...well about 6.5 actually.)

And I wanted to ask if this will prevent them from doing hops over short fences also?

One of the reasons I want to do this is to make sure that I can keep the chickens from going into the pen with the ducklings, and its sort of an enclosure made from about 2 foot high mini-fences. I'm worried if clipping the wings will be enough.

I'm a bit confused also...the guide I was looking at said you only clip one side's wing feathers and not the other side? (I'm not sure if that would prevent high jump hops also?)

Clipping one wing puts the lift-off, off balance. My expierance however is that the birds get aclimated To it and compensate and learn to fly up anyway.
Your 2 foot fence is the problem.
Not much of an obsticle for anything, including most preditors i can think of.

At night I have them fully enclosed in durable shelters. Thanks.
