Quilt Block Swap for January 2010

Okay. Stupid question here. The block is to be 12.5 when completed. Does the half an inch make up the seam allowance, leaving a 12 inch square block after sewing them together? Or 12.5 inches PLUS the quarter inch seam allowance?

Sorry, I am not a very experienced quilter!
