Quitter? What happened here???

Can anyone tell me what’s going on here?? I’m assuming this is a late quitter but I would like to get opinions, please! All other chicks hatched last night through today. I went ahead and candled this one after the last hatch because it was questionable on day 18. I don’t want to put it back under my hen if it is dead. Thanks ahead!!
