R Cochins 'slow'?

One of my 5 banty chicks is a Cochin. It is one of the older ones [4 day span in hatching] now 5 weeks old It is the only one not completely feathered. Do I need to keep a brooder light on for her? We are in the "anywhere from 45 to 30 degree low range now in TN. Their coop is on the porch, totally encosed and safe from drafts, and she ha 5 coop mates [4x4 coop].

She is allso flighty and not at all eager to be held [tolerates well after I catch her, but doesn't hop out of coop onto my lap as 2 of the others do, and I have to chase her down].

Another weird behavior since hatched, is that she runs around in tiny circles quite a lot. Normal?

Roos are certainly slower to feather than the pullets are but my cochins feathered slower than my other girls.
