Raising goslings and one picks on the other

Both are from the same hatch (bought them as newborns) and they are almost 2 weeks old. Don't know the sex, they have plenty of room in the crate (it's LARGE) and one is chewing on the tail feathers of the other all the time.

Is this a behavior of bored birds or is one establishing a pecking order?
 
Have any ideas what I could put in the crate when they are inside? Something that would help with boredom? I take them out during the day and they are in a large, covered pen. Of course, the tail picking stops when they are outside. Brats.
