Raising Pheasants in New Mexico?

Does anyone here raise pheasants in NM? I'm trying to figure out what all I need to do in order to own them here. I think I need a permit from the Game and Fish, but I am not sure what kind of permit- there seems to be several types... zoo, preserve, field trial, etc. I'm confused. Also, do you have to keep them penned, or can they free range and come back to roost like chickens?
