Rant about my Chickens

Due to personal reasons my Mum is considering moving away. The ‘new’ house has no garden. Her current house has a huge garden. My grandad fenced off an area for my (12) chickens (30x16ft) and I’ve been gradually building the flock I want. We were just about to build the proper coop and run when she dropped the moving house thing on me. She doesn’t know if she is 100% moving yet. If she does that means I cannot keep my chickens. I wouldn’t even be allowed 2 or 3 bantams at my dads. I don’t want to build the coop/run yet with that uncertainty because it would be a waste of money if she moves.

BUT if she doesn’t move and I don’t build the new coop and run until I know for sure, that’s still an issue. The chickens don’t have a run and there’s no dry area for them to go other than the coop. The coop was given to me and even though it’s big, it’s poorly designed and cleaning them out is horrendous. There’s no room for a poop board, the doors jam and one collapsed so rain gets in. The fenced area the chickens live in is AWFUL at the moment. There are grassed bits but because it’s raining constantly and the ground isn’t getting a rest from them it’s just turned into chicken poo mud sludge. So it’s not fair on them to keep them like that through winter (it’ll be like this now until March). My dad and grandad are happy to come down and build the coop and run on dry days but like I said, I don’t want to waste the money if she just moves next spring. So I’m thinking it’s probably best to rehome nearly all of the chickens. I have 3 hens, 2 OE pullets I’m waiting on laying, 3 growers. BUT I’d really like to keep my MG pair, Pekin pullet and CCL pullet. It’d be easier to care for just these as the MG live in a hutch anyway. And the other 2 pullets can live in the prefab I have. Then I can wait until next year and see what Mum says. If she says we’re staying, we can build the coop and run and I can rebuild my flock. If she says she’s leaving, I’ll have to rehome the remaining chickens. That’s still frustrating because I’m going to college next Sept so I wanted to have the coop and run done this year. It will just make their care so much easier. It will be a 6x4 shed and 4x15 covered run. I love owning chickens, they’re my pets. I buy everything they need myself. My favourites are Gatsby, Jolie and Winona...

Nope. There’s no reason, except maybe the new man in her life... I help with the house as it’s big but rent is cheap and repairs are done by the Council. I’m just so gutted. I can only hope it’s just a ‘thing’ but she’s still not certain. Which means my chicken owning future remains uncertain too ):
 
Can you stay at the house and have renters to help with the rent?

No, it’s a council house. So you rent it from them, that’s why they do repairs and stuff for free, to an extent. And I won’t legally qualify for the house until next spring. It just sucks more because you rarely find a council house that lets you keep pets, let alone livestock. My dad owns his house but you can’t keep livestock there.
