Rare breed Bantam ID

This guy was sent with a batch of Golden Sebright chicks from Murray McMurray hatchery. He's supposed to be a rare breed "surprise", but I need help identifying him. Any guesses?

I don't think so. I have gotten the rare chick from them several times, and it's never been a roo.
