Rash / irritation from a no crow collar

My Roo has been wearing his no crow collar since August. It lowered the volume but didn't stop him from crowing. Today while adjusting it I noticed the area was red and " angry " looking. No open sores. What should I do? Leave it alone? Of course I took it off
