My rooster mounted a 20 wk old pullet today. Does that mean she is ready to lay eggs?

Generally, it might mean she's going to lay in the next couple weeks. I see people saying on here all the time that roosters can force the issue no matter the age of the pullets, but in my experience they'll run like crazy until they get within a few weeks of laying and he can't mount them till then.
