Reconsider Effectiveness of Hardware Cloth

If you are going through the trouble of layering your mesh, consider electrifying the outer layer with a simple fence charger. Did it for my garden when neighbors cats were doing their business there. It put a stop to it immediately.

We layer, also. Field fencing in the interior with heavy gauge half inch hardware cloth over that. In a few places that we think the fox will try harder to get in (toward the woods) we actually have the field fencing covered with 8 ft. steel lath sheets ($7.50 from Home Depot). That stuff will tear a big rip in any mouth or paw that breaks it. Tough where we need it.

Yikes! That's not the first time on this forum we've seen hardware cloth breached, the 19-gauge 1/2" stuff anyway. It never seemed all that strong to me so I backed it up with a layer of 1x2 welded wire which is very strong stuff.
The raccoons in this area must be fat and happy. My neighbor uses chicken wire on her coop and the coons don't challenge it. They're probably too busy eating cat food off of people's back porches.
