If you spot a specific chicken doing all this pecking you might consider rehoming her as she might kill one. You can always try isolating the really hurt chickens for a while to give them a break from the bullyingThey started this before I got roosters but it may have gotten worse. I will definitely try blukote soon. Thanks!
