Red heat lamp and pecking

temps aren't bad here(lows in the teens to 20's) but the wind can get terrible(to the point of pushing the girls around the yard and turning their feathers backwards).
Does wind chill count?? I noticed my roo crowing at 3am (usually around 7:30) Is the light throwing off his normal crowing time?
