Red inflamed legs on rooster?

Rooster just under 1 year old.
Pasture rotated on grass.
Only rooster in the flock, no other birds have shown aggression with him.
2 weeks I have been spraying with Banixx and wrapping. The last two days I’ve soaked his feet, applied neosporin and wrapped.
No improvement, but it hasn’t gotten worse.
Doesn’t appear to be scaly mite or bumblefoot.
It also seems more severe than just hormonal red coloring.
He is still walking around apparently fine, no issue mating or crowing.
Any other thoughts on what this might be??

Could be scaly mites. If not, Id separate and put some neosporin (without pain relief) and let him heal.
