Looks like his feathers have been pulled out. Wash area,try some antibiotic ointment(nothing ending in "caine" toxic to chickens). Make sure no chickens are pecking this area. Checked for mites/lice?
I used to have a second rooster, and they fought some, but I rehomed him about two weeks ago. The red spot wasn't there when the other rooster left, though he certainly could have pulled out some feathers. Yes,neosporin is fine,as long as there is no pain reliever in it ending in "caine". He may have pulled his own feathers out. As for the ointment, would neosporin work fine? Just bacitracin, neomycin, and polymyxin B
