It is red algae. Clean your pool with bleach to kill the algae and do this about once per week. Letting the water stand in your pool for two or three days will allow this to grow and bloom, the bleach cleaning will break the cycle.

I've also confirmed if I put kiddie pools out and let the ducks play in them and don't change the water for a few days it will always turn red. (I wanted to see if its duplicatable. I don't leave their water unchanged normally.)
