At ten weeks old, that is a cockeral, no doubt. The comb, legs, and starting to get saddle feathers already all scream roo.
Yes, lots of combos can make sex-links, and that's why it's always chancy to get some non-hatchery sex-links. You never know what went into the mix. But that isn't a sex-link cockeral, they are silver based and that bird is gold based. It looks like a new hamp, or some type of production red. And I see what you mean about stout birds, that boy looks like he'd be some good eating in a few more weeks!
