red silkie rooster or hen...?

I cannot tell by behavior if this is a hen or a rooster.. help please

thank you, his behavior has me very confused because he doesn't try to hump the hens...there are two other roosters with the flock which means i have 3 roosters and 10 hens...am I a rooster too many? Gibbs (thats what I call him) is smaller than the white silkie rooster and bigger than the bantum. I'm new with chickens and want to do right by them.
