Red skin in the tail region of my rooster

My Plymouth Barred Rock 16 month old rooster has red skin around his tail feather, any ideas?

All birds skin can turn red when exposed to the sun, otherwise how is it red, is he molting, getting pecked, have mites, need a little more information please, otherwise????

No mites but several but feathers have fallen out.

That looks like a wound, is he being pecked.
