Red skin,not hot?

I have an 11 weel old EE who has red skin often. I really notice it around her eyes. The other chicks have been red when its hot but she seems to be more red more often. She is also itchy. Would mites make her red? The other chicks dont seem to be scratching at themselves. Any thoughts?
