We have him in an old bunny hutch with carefresh for bedding and he happily burrows into that.
He is very spoiled! LOL

Yeah - sounds a lot like my first hedgie, Raphael. Poor thing was also stuck in a 10 gallon aquarium with no enrichment. Don't give him a wheel just yet - let his body get adjusted to the change and stress (about 1 week). After that, the wheel is a great idea.
The oatmeal bath is GREAT. After he gets out, you can put 1-3 drops of pure extra-virgin olive oil directly on the skin, in between the quills to help out with the dryness depending on the severity. The eggs should help with protein. Just watch out for any unnormal poo - if it starts getting green/runny, don't give him any treats until it clears up. I would probably only introduce one treat at a time - just so if something upsets him you will know what treat caused it and can eliminate it.
I bet he is super happy to finally have a good home! He sure is cute.
