Reference Material with Sources needed for City Administrator

My local municipality does not allow chickens unless you have 2+ acres of fenced in property. The person told me the there had been some citizens that have come into the Board of Alderman meetings and brought it up but nothing has been done. He suggested emailing the city administrator with information based on facts, statistics, positive stuff, etc…I know it’s got to be here somewhere but I’m looking for a reference area with actual facts including the source. Also, I see all different numbers of space recommended for residential chickens but is there basically a universal recommendation by a higher source such as a government entity that I can argue because a handful of chickens don’t need 2+ acres…So, I’m guessing they just pulled numbers out of the air without much consideration.
