I found some old, rusty cages in what we colloquially call the "supply depot". Other than hosing them down, any thoughts on what I might do to clean them up? Should I consider some sort of spray to attack the rust? There's still plenty of metal to keep them sound, just a few dents here and there.

Same here (without the drill, I'm not that inventive

Good luck!
I agree wire brush and paint. Spray paint might work too!
How about some before and after pics?

You waist most of your paint using spray paint on cages. Roller paint is less waist full. One or two small cages, ether will work ok. More than that an spray paint will get expensive.

Loctite makes a product called "EXTEND". It converts rust into a very hard black coating that can be painted. the only prep in washing all the dirt and grease off. You can buy it at a auto-supply store.
