Repecca/Roopecca vs Mr Marvin Roo

How different can brother roosters look? Mr Marvin Roo crowed in January. Roopecca crowed about 2 or 3 weeks ago. Roopecca has always been small, frayed looking, and unkempt, while Mr Marvin Roo was tall, sleek, and beautiful.
My question is can it be possible they aren't brothers, not both Lavender Orpingtons? Just so odd how different they are. Look at the faces.

They're both the same breed, just maturing at different rates.
It's not uncommon for Lavender Orpingtons to have frayed plumage. I can't exactly remember the reason behind this, whether it's genetics or another factor.

He matured really nicely.
