Replicable Models for Parks Addressing Abandoned Domesticated Waterfowl

We are searching for examples of replicable and sustainable models for parks that have successfully addressed the issues of abandoned domesticated waterfowl. The issues are complex, and hopefully we can find a few examples that address this, including but not limited to population control, feeding, water quality, abuse, habitat preservation, management and oversight.
If anyone has knowledge of a successful comprehensive park plan addressing these issues we would be very thankful for any information you can share.
