Now the big question is if I should give it back to it’s believed owners or call a rescue. They are out of town and I didn’t see anyone come by to check on the animals. Not sure what to do.

If this is a continuous thing with the neighbors report them. If you think they are caring for all their animals, chalk it up as an oopsy and return it.

It looks like it might have a respiratory disease, so if you keep it until they come back, keep it away from your chickens and wash your clothes and hands after handling it.

I would not report them, I would work something out with them.
