Researching the ins & outs about BYC in Bellingham/Whatcom County, WA

Hello! Any tips from any locals? Just barely outside city limits but can't seem to get a solid answer about what the ruling is in the "county". Family is chomping at the bit to get started. Would love to start but we live on small parcel of land. (.17 of an acre with neighbors close by!) Thoughts?
