Researching the ins & outs about BYC in Bellingham/Whatcom County, WA

I don't know of any legal restrictions in the County, I raised chickens in Bellingham city limits, they were penned but I would let them run free often and never had any complaints. Now I live in the County but have not yet set up chickens.
At least two neighbors have chickens running free and I believe there are no real county restrictions upon them. But before I get some I will contact some county official to confirm as I'd like to keep around two dozen mainly free running, instead of the 3 pen raised I had in town. (Some coyotes in my area so might have a secure pen I can lock up for the nights)
 
Thanks for your input! We could only let them run outside of the coop and their run when we are home and the dog is inside.....of course until she gets the idea not to chase them. She's a 3 year old Border Collie mix. Have read that they could possibly be good with chickens??? (rescued her way before the topic of chickens came up) Does anyone have any helpful tips on coaching a dog how not to behave with chickens?? Also...Has anyone had any luck with getting pullets locally in Whatcom County or in NW WA? Concerned about getting a rooster when they are "sexed" as chicks. That would not fly with my neighbors. (no pun intended)
